             organized to provide sickness care, the Podiatrists Affiliated Credentialing Board, allowing podiatrists to certify
             driver school instructors' physical fitness, allowing Medical Assistance recipients to freely choose among
             podiatrists, and giving equal weight to certifications of disability by podiatrists for insurance purposes
